The National Department of Transport is tasked with ensuring the introduction of universally accessible transport for all, in all workstreams, to support Constitutional Freedom of Movement.
The Constitution and the Bill of Rights grant equal rights to all who live, work and reside in South Africa, regardless of ‘social markers of difference’, including disability. The Constitution also places responsibilities on government to deliver services that support the realization of these rights.
The United Nations Convention on the Rights of Persons with Disabilities, signed by South Africa in 2007, requires universal accessibility (Article 9) to services. Transport is both a service and a means of accessing other services.
