Josef Doppelbauer

Josef Doppelbauer was the Executive Director of the European Union Agency for Railways between January 2015 and December 2024, based in Valenciennes (France). He holds a university degree and a doctorate, both in physics.
He became Technical of Alcatel Austria’s Transport Automation division in 1997. In 2001, he moved to Paris to become Technical Director of Alcatel Transport Automation Solutions. Dr Doppelbauer joined Bombardier Transportation Group in December 2002, working first in the Rail Control Solutions Division, where he held a number of positions, including Head of Engineering, Head of Sales, and finally President.
In 2008, he joined Bombardier Transportation’s headquarters in Berlin. Between July 2008 and June 2012 he was Vice President Project Management, and Chief Technical Officer from July 2008 to December 2013.
Following his retirement from the Agency, Dr. Doppelbauer is now a Board member of Austrian ÖBB-Infrastruktur AG and acts as an advisor to several organisations, including Rail Working Group.
Josef Doppelbauer has over 30 years of experience in key aspects of rail research including signalling, communication and control, driven by a passion for innovation within the sector. His international experience includes stations in Austria, France, the UK, Sweden and Germany. Since the early 90s, he has been involved in the development of ERTMS.
Between 2012 and 2014, Dr Doppelbauer was Chairman of ERRAC (European Rail Research Advisory Committee), the European Rail Technology Platform. Between 2011 and June 2014, he chaired the SHIFT2RAIL Steering Committee (Steering Committee of the Joint Technology Initiative).
