Mr Chris Lötter is the Chief Economist at the Passenger Rail Agency of South Africa (PRASA), where he plays a pivotal role in economic regulation, tariff setting, and strategic business optimisation. With over a decade of executive experience in transport economics and policy, Chris leads critical initiatives, including revenue and costing models for passenger services, and has served as a subject expert seconded to the Interim Rail Economic Regulator.
He is also Co-Chair of the Passenger Rail recovery workstream of the National Logistics Crisis Committee and the technical lead for the TNPA corporatisation Task Team. He has recently been appointed to the Ports Regulator of South Africa.
Before joining PRASA, Chris served as the Head of Economic Regulation, Policy, Strategy, and Research at the Ports Regulator of South Africa, where he built a well-known centre of excellence. His broad expertise covers infrastructure finance, economic policy formulation, regulatory systems, and engaging with stakeholders.
Chris holds a Master of Commerce in International Trade and Investment from the University of Pretoria and completed the International Executive Development Program at the Gordon Institute of Business Science. He is an active member of the Economic Society of South Africa and the Academy of Regulatory Professionals. His career also includes senior roles at the National Treasury, the South African Chamber of Commerce and Industry, and academia, where he contributed to international trade policy and economic analysis.
Chris brings a wealth of knowledge on economic regulation, transport policy, and infrastructure financing, making him a leading voice in South Africa’s transport sector.
